Washington County Community Action Council manages several properties, primarily in Hagerstown, that rent below the fair market value. These units are in high demand, but if there’s an opening, we’ll post the listing and open the application process simultaneously. Unfortunately, applications cannot be submitted when the properties are not available. If a property is listed, you can fill out an application and a tenant certification.
